Autonomous

Developers and hosts of Alvis peers need autonomy to make their own decisions:

• What kinds of resources to share (XML, PDF, MP3)
• What types of query to implement (CQL, ``bag-of-words'', XPath)
• What access policy to enforce for data
• What access policy to enforce for indexes

Allowing autonomy will draw new developers and new content into Alvis.
