Tentative conclusion: in constructing a joinable, robust, adaptive Alvis network in which peers are autonomous, it helps if all data is local:

• Documents are held in local repositories
• Host tables are local to individual peers
• Query routing tables are local to individual peers
• Ontologies may be local to individual peers

The aim is to avoid any single peer being necessary for the system to function.
